In accordance with Section 223 of the Trade Act of 1974 (19 U.S.C.
2273) the Department of Labor issued a Certification of Eligibility to
Apply for Worker Adjustment Assistance on December 21, 1997, applicable
to all workers of Spencer's Incorporated, Plant 3, Hillsville,

employment related to the production of infants' and children's wear.

workers of Spencer's Incorporated adversely affected by increased
imports of infants' and children's wear. Accordingly, the Department is
amending the certification to cover the workers of Spencer's
Incorporated, Plant #1 and Plant #4, Mount Airy, North Carolina.
