Abstract : 

The Workforce Investment Act Non-Experimental Net Impact evaluation conducted by IMPAQ International, LLC., reports results of a non-experimental net impact evaluation of the Adult and Dislocated Worker programs under the Workforce Investment Act (WIA).  The key measure of interest is the difference in average earnings or employment attributable to WIA program participation for those who participate.  State-of-the-art non-experimental methods were used to compare WIA program participants with matched comparison groups of individuals who were observationally equivalent across a range of demographic characteristics, social welfare benefit receipt, and labor market experiences but who either did not receive WIA services or did not receive WIA training.  The overall goal of the evaluation was to provide information on the long-run impact of the WIA program at both the local and national level.
